Yeni Asur Devleti’nde Sürgün Politikalarının Tarımsal Üretime Entegrasyonu

Abstract
Yeni Asur İmparatorluğu tarafından uygulanan sürgün politikası, askeri ve demografik hususlar için fethedilen toplulukları yönetmekle birlikte, aynı zamanda çeşitli ekonomik hedeflerle uyumlu olacak şekilde planlanmıştı. Bu bağlamda sürgün edilenler, imparatorluğun farklı bölgelerine stratejik olarak yerleştirilmiş, böylece devletin genel üretim kapasitesi artırılırken, merkezi otoritenin siyasi ve idari kontrolü de güçlendirilmiştir. Özellikle, sürgün edilenlerin tarım arazilerine yerleştirilmesi, tarımsal üretimin sürekliliğini sağlamak için stratejik bir önlem olarak benimsenmişti. Bu uygulama, boş veya yeterince kullanılmayan arazilerin ekilmesini sağlarken, yeni nüfusları imparatorluğun ekonomik sisteminin bir parçası haline getirmişti. Tarımsal üretimin kesintisiz devamını sağlamak amacıyla yerleştirilen bu gruplar, devletin değişen ihtiyaçlarına bağlı olarak, tarımsal mülkiyet hakları ve sosyal konumları açısından çeşitlilik gösteriyorlardı. Yeni Asur arşiv belgeleri dikkate alınarak yapılan bu çalışmada, sürgünlerin tarımsal üretimin kesintisiz devam etmesini sağlamak için kasıtlı olarak, belirli bölgelere yerleştirildiklerine ve bu süreçte, toprak tahsisi, gerekli üretim araçlarının sağlanması, onlara yüklenen vergi yükümlülükleri ve mülkiyet haklarına dair bilgiler toplanmış ve Yeni Asur Devleti’nin tarım politikasında sürgünlerin rollerini araştırılmıştır.
