Türkiye ve İnsan Ticareti: İnsan Ticareti Raporları Bağlamında Bir İnceleme

Abstract
İnsan ticareti herhangi bir ayrım gözetmeden her etnik grubu her yaştan bireyi her cinsiyetten insanı etkileme ihtimali olan kimi zaman sınır aşan kimi zaman da ülke sınırları içinde kendini gösteren bir suçtur. Bu bağlamda incelendiğinde Türkiye hem coğrafi hem de jeopolitik konumu nedeniyle kimi zaman transit kimi zaman da durak ülke olarak bu suçun içerisinde kendini göstermektedir. Yapılan bu çalışma, Türkiye’nin insan ticareti ile ilgili mücadelesinin bir kronolojisi mahiyetinde olup metodolojik olarak da Birleşik Devletlerin her yıl yayınladığı İnsan Ticareti Raporlarını kullanmaktadır. Bahsi geçen raporların, 2005-2024 yılları arasında Türkiye ile ilgili olan kısımları incelenmiş ve yine raporların metodolojisine uygun olarak 3P (koruma, kovuşturma/yargılama ve önleme) Paradigması kullanılarak Türkiye’nin adımları değerlendirilmiştir. Bu değerlendirmeler neticesinde Türkiye’nin insan ticareti ile mücadelesindeki başarıları ve başarısızlıkları ele alınmış ve potansiyel çözüm önerileri ortaya konmuştur. Metodolojik olarak bu çalışma içerisinde Birleşik Devletlerin raporlarının kullanılmasının temel sebepleri ise hem düzenli olarak raporlama periyotlarının olması hem de kendi belirlemiş oldukları kriterler kapsamında ülkelerin sınıflandırılmasıdır.
